1 (01): When SMR_SMCI.GM = 0: Output clock When SMR_SMCI.GM = 1: Output clock

2 (10): When SMR_SMCI.GM = 0: Setting prohibited When SMR_SMCI.GM = 1: Fix output high

3 (11): When SMR_SMCI.GM = 0: Setting prohibited When SMR_SMCI.GM = 1: Output clock
